Israel
- Arab Peace
Comprehensive
Israelii-Arab peace is central to a reduction of world-wide terrorism as well as
important for the nation states involved.
Peaceful relationships
already exist between Israel and several of its Arab neighbours,
especially Jordan, Egypt and Saudi Arabia.
The
governments Israel continues to have conflict with, particularly Lebanon, Syria,
Iran and Palestine, tend to be more unstable and/or regressive in nature.
A
comprehensive Israel-Arab peace solution requires some of the following:

Involvement of key
players along with skilful mediation
-
Stabilizing
of political, policing and military power in these Arab countries
-
Agreement
on boarder disputes
-
Agreement
on the right of Israel to exist and the right of an independent Palestinian
State
-
Infrastructure
support to improve the quality of life of people in these Arab states,
particularly the emerging Palestinian regime
-
Peace
gestures such as prisoner of war swap and apologies for harm to each other's
populations, amnesty deals for those identified as 'terrorists' . (Freedom
fighter on one side can be seen as 'Terrorist' on the other).
-
A
closely monitored end to hostilities on all sides
-
Support
from other Arab member states as well as the US, NATO and the international
community
-
A
multi-national peace keeping force
-
Use
of specific motivational strategies to engage those with the most to gain as
well as those with the most to lose from a peace plan.
The
peace plan could be based on the Council of Arab States 2002 peace initiative
and expanded to include more contemporary issues.

For
such a plan to work, several or all initiatives would have to run at the same
time to have their strongest impact.
Marketing
Plan
A
comprehensive, multi-phased, well-targeted and executed marketing plan will be
needed to persuade key players and the population at large of the benefits of
following the plan and the dramatic costs of not following the plan.
In
addition, special incentives may be needed to persuade some key influential
people to embrace and promote the plan.
It must be worth
their while to engage in a new peace process
The
success of the plan will depend on:

visionary
feel to the plan
-
practicality
& pragmatism
-
appeal
to a range of different groups
-
careful
attention to process and inclusion
-
marketing
plan
-
support
from all parties including those states directly involved in the conflict,
the Council of Arab States, the USA, Europe and Russia.
